The Department of Planning Policy and Research is responsible to guide the technical processes for the development of Health Sector policies, strategies,  plans, programs, and consolidate annul operational plans and develop  and  setting standards,  performance management frameworks, information management and use of information for evidence-based decision making, research and development,  partnership arrangement, and engaging new partners  joint Galmudug Health sector, resource mobilization and financing, and coordination and communication with key stakeholders and citizens.  Coordinate and Facilitate the provision of services by the private Health care providers, develop annual budget of Ministry and ensure the effective use availability resource, it caters for the design and application of monitoring and evaluation systems for purposes of assessing the operational effectiveness of the Ministry’s strategies and interventions.
